History

50 Years in the Making.

1973

Founded in Burlington, Vermont. Local contractors, Burroughs hardware, and the start of a 50-year run in mission-critical billing software.

1977

Dave Willey designs CUPS, the company's first significant software pivot. Target shifts from contractors to credit unions in Massachusetts.

1980

Banking clients follow. The Willsboro Savings engagement codifies a practice that persists to this day: process deposits before withdrawals.

Early 1980s

Vermont Electric Co-op becomes the first utility customer. The direction that defines everything after this point.

Late 1980s

A deliberate expansion into New York State municipal utilities. Fund accounting, general ledger, and the full complexity of public-sector billing.

Early 1990s

Burroughs to IBM. Dave Decker leads the platform migration without disrupting existing customers or losing institutional knowledge.

1994

The year that matters. CIS written from scratch. Milwaukee is the first large-scale installation. The same core architecture powers enQuesta today.

Late 1990s

Y2K compliance work for ten large customers. PC workstations and terminal emulation deliver continuity without forcing replacement.

Early 2000s

Winfast delivers the first GUI screens. The user experience modernizes. The production-tested platform underneath stays intact.

2010s

Browser-native interfaces, lakehouse analytics, and continuous platform investment. Modernization without reimplementation.

2020s

Platform expansion accelerates. MeterSense MDM, enQuestaLink, Capricorn Portal, and enQuesta Lakehouse launch as integrated modules around the enQuesta CIS core — completing a full utility operations suite under one vendor.

2026

Systems & Software launches a new brand identity. A cleaner story, a rebuilt web presence, and a sharper articulation of 50 years of expertise.
